"How to do" in Ny-ÅlesundPlease use the list below when sending freight by boat to Ny-Ålesund. - From Tromsø (Norway) to Ny-Ålesund: contact Nor-Cargo well in advance of your own arrival in Ny-Ålesund. Cargo must be at the Nor-Cargo storage at Tromsø harbour minimum two days prior to departure from Tromsø. Priority is given to the first registered cargo.
- From Ny-Ålesund to your destination: contact Kings Bay AS and Nor-Cargo to prepare your shipment.
- Follow Nor-Cargo's instructions.
- Prepare the onward journey for your cargo from Tromsø. Nor-Cargo, SAS Cargo, Spirit Air Handling Norway, World Courier, Federal Express and DHL can bring your cargo further.
- Be aware that changing from boat to air or land transport demands new declarations for dangerous goods.
- Ask your transporter for assistance before sending from Ny-Ålesund.
- Inform Kings Bay AS' harbour manager about your cargo. The harbour manager has IMDG certification and will assist you with neccessary documentation.
- Find appropriate packaging. This is particularly important when shipping dangerous goods.
- Prepare a proforma invoice and a transport document.
- Prepare a shippers declaration/certification. Minimum 24 hours notice if dangerous goods.
- Labelling will be checked and completed by the Kings Bay AS IMDG certified personnel.
- Kings Bay AS brings your cargo to the harbour and on board the next Nor-Cargo ship arriving.
- Nor-Cargo performs control of the parcels declared as dangerous goods before they are loaded on board the ship.
- On arrival in Tromsø, your chosen operator will bring your cargo further.
Kings Bay AS provides services for documentation and information regarding boat freight, and has certified personnel for declaring dangerous goods. An agreement between Dangerous Goods Management Norway (DGM) and Kings Bay AS has been established to provide necessary advice and consulting in relation to dangerous goods transportation by sea. The charge for handling and declaring dangerous goods in Ny-Ålesund is NOK 965 per parcel. Note that this kind of information is subject to frequent changes. The IMDG CodeThe IMDG Code means the International Maritime Dangerous Goods Code and is part of the International Convention for the Safety of Life at Sea (1974). The IMDG Code identifies marine pollutants, and regulates all substances, materials and articles defined as dangerous goods in the code, and their packaging instructions. Unless otherwise specified in the IMDG Code, the regulations apply to all ships and cargo ships (IMDG, 2002). The Code lays down basic principles; detailed recommendations for individual substances, materials and articles, and a number of recommendations for good operational practice including advice on terminology, packing, labelling, stowage, segregation and handling, and emergency response action. Carriage of dangerous goods and waste on board ships and cargo ships is prohibited unless in accordance with the IMDG Code (IMDG, 2002). Dangerous goods IMDG classifies dangerous goods into 9 different categories according to their hazard, or the most predominant hazard they present. See further description of the classes here. Where a dangerous goods is specifically listed by name in the IMDG Dangerous Goods List, it shall be transported in accordance with the provisions given. To the top>>> Transporter Nor-Cargo is the only transporter that frequents Ny-Ålesund on a scheduled basis. For sailing plan click here (in Norwegian). The ship “Norbjørn” has high ice class, side gates for break bulk, crane for up to 30 tonnes, large hatches, good room and deck capacity, including freezing capacity (-18°C) (Nor-Cargo, 2008). If freezing capacity is needed, please inform Nor-Cargo or the Kings Bay harbour manager before your scheduled boat leaves from Tromsø to Ny-Ålesund.
Cargo must arrive at Tromsø harbor minimum 2 days prior to departure for Ny-Ålesund. Priority is given to the cargo first registered. Ice conditions might alter sailing plans (Nor-Cargo, 2008). Limitations to Nor-Cargo’s responsibility is regulated through the Norwegian Sea Legislation and NSAB (Nordic Forwarding Agent’s Association). Nor-Cargo follows the IMDG Code. To the top>>> DocumentationThe consignor is responsible to describe the goods offered for transport in a transport document and provide additional information and documentation as specified in the IMDG Code. Special provisions apply for dangerous goods. The correct Proper Shipping Name for each substance to be carried shall be used. The substance shall further be identified by the correct classification set out in the IMDG Code, and accompanied by the words “MARINE POLLUTANT” or “SEVERE MARINE POLLUTANT”. Packagings containing harmful substances should also be marked or labeled to identify that the substance is a marine pollutant, e.g. by the use of the appropriate UN number. The dispatcher shall provide a signed container certificate stating that the unit has been properly packed and secured, and that all IMDG requirements are met. Please ask Kings Bay AS for advice. Minimum 24 hours in advance of your shipment. The marking and labeling shall be of such quality that the information is still identifiable on packages surviving at least three months immersion in the sea. Packages containing small quantities of harmful substances may be exempted from these requirements. Please ask Kings Bay AS for information. Any container, consignment or unit suspected to not comply with one or more of the above shall not be accepted for carriage. To the top>>> Transport documentThis document may be in any form, provided it contains all the information required in the IMDG Code. Example of transport document here. The transport document can consist of more than one page. Pages must be numbered. Dangerous goods shall be listed first in the transport document. Total quantity of dangerous goods shall be covered by the description (by volume, mass or appropriate). The number and kind of packagings shall be indicated. To the top>>> Proforma invoiceA proforma invoice is needed for customs clearance. It’s important to specify the customs value. Inform about the real value of the sample(s). The value “0” does not exist, and will lead to cargo being stopped. The operator shall not be involved in filling out the proforma invoice, but will check that these follow the shipment. Examples of generally accepted proforma invoices are found here. The Kings Bay AS’ reception also provides proforma invoices to be filled in. The dispatcher is responsible to enclose a proforma invoice with each consignment to be sent. The proforma invoice must be typed. To the top>>> UN numbers and Proper Shipping NamesEach entry in the Dangerous Goods List refers to a UN number and Proper Shipping Names. The list also gives specific information about each entry. Kings Bay AS will assist with finding the correct UN number, Proper Shipping Names, and related information. Special provisions apply for radioactive substances. To the top>>> IMDG Code classes, divisions and packing groups NOTE: the classes listed below are divided into a number of divisions covering a set of goods that carry similar characteristics. For more information, please contact Kings Bay AS. Classes 1. Explosives, including substances and articles; 2. Gases, including toxic/poisonous gases; 3. Flammable liquids; 4. Flammable solids, including self-reacting and self-heating substances; 5. Oxidizing substances and organic peroxides, including substances that contain such; 6. Toxic and infectious substances; 7. Radioactive material; 8. Corrosive substances; 9. Miscellaneous dangerous substances and articles. The numerical order does not distinguish the degree of danger. Individual dangerous goods are listed in the Dangerous Goods List, with the class and any specific requirements. To the top>>> Packaging The IMDG Code defines packaging for substances in all 9 classes according to three definitions: 1. Effectively closed: liquid-tight closure; 2. Hermetically sealed: vapour-tight closure; 3. Securely closed: so closed that any dry contents cannot escape during normal handling. This defines the minimum provisions for any closure. Dangerous goods shall be packed in good quality packagings, which shall be strong enough to withstand the shocks and loadings normally encountered during transport (IMDG, 2002). Packagings shall be constructed and closed so as to prevent any loss of contents which may be caused under normal conditions of transport (IMDG, 2002). Dangerous goods shall not be packed together in the same outer packaging or in large packagings with dangerous or other goods if they react dangerously with each other (IMDG, 2002). No dangerous residue shall adhere to the outside of packages (IMDG, 2002). These conditions apply to new, re-used, reconditioned or remanufactured packagings (IMDG, 2002). To the top>>> Shippers declaration/certificationThe dangerous goods transport document shall include a certification or declaration that the consignment is acceptable for transport and that the goods are properly packaged, marked and labelled, and in proper condition for transport in accordance with the applicable regulations (IMDG, 2002). The text for certification is: "I hereby declare that the contents of this consignment are fully and accurately described above by the Proper Shipping Name, and are classified, packaged, marked and labelled/placarded, and are in all respects in proper condition for transport according to applicable international and national government regulations" (IMDG, 2002).
